Binance provides customer data to the Russian side to later be used in terrorist financing cases
Comparatively, the cryptocurrency trading platform Binance provided customer transaction records and identity information to the Russian side. The relevant data was then used in a terrorist financing case against IT project Yuri Belenkiy. Yuri Belenkiy was detained in September 2025 and is currently awaiting trial in Russia. The Russian Investigation Commission charged Yuri Belenkiy with donating more than $700 to the Ukrainian military and proscribed organizations via cryptocurrency between January 2023 and March 2024.
Information obtained by the Russian side includes its transaction history, date of birth, address, phone number, Russian passport, and Bulgarian residence permit. Binance announced its complete exit from Russia in September 2023 and sold its local business to CommeX. Binance stated that the company is not responsible for enacting or enforcing the laws of any jurisdiction, nor does it determine the content of the charges and how the government uses the information in legal processes; the company will cooperate with legitimate information requests from global law enforcement agencies as long as it complies with applicable laws, privacy, and regulatory requirements.
