The market landscape changed dramatically in 2023. Many companies have begun shutting down their NFT platform services for a number of reasons. Due to too much focus on the domestic market, their user base is relatively limited and unable to compete with OpenSea,Magic Eden 和 BlurWait for global platforms to compete. South Korea's preference for localized social media platforms and communities has led to its NFT marketplace being over-localized. South Korea's NFT market is similar to global trends and initially attracted attention through collectible NFTs. Many NFTs related to well-known Korean artists and sports stars have been launched, and some have reached high trading volumes thanks to the fame of their creators. However, these NFTs, which are mostly viewed as collectibles or speculative assets, are struggling to maintain long-term interest and are gradually being marginalized in the market.
After this initial phase, the market ushered in a second wave, the advent of membership-based NFTs, which were mainly supported by large companies. Although the issuance price of these NFTs initially rose sharply, trading volume and price both fell sharply thereafter, with little sign of recovery.

This phenomenon is due to people's ongoing questioning of the intrinsic value of NFTs. Although the development of digital technology has made the concept of “digital collectibles” popular and triggered a wave of speculation, this craze has gradually subsided. Simply owning a digital image does not sustain public interest and approval. Similarly, membership-based NFTs initially provided holders with benefits such as discounts and exclusive events, but it was difficult to create lasting value. This is mainly because these NFTs have failed to meet people's expectations and lack practical use, preventing them from developing sustainably in the market.
3.3. The high threshold brought about by regulations
Another major challenge facing the domestic NFT market is growing regulatory hurdles. The Virtual Asset User Protection Law, which came into effect in July, and the NFT guidelines released later made the operation of NFT-related businesses more complicated. According to the guidelines, an NFT may be classified as a virtual asset if it meets any of the following conditions:
When a large number or series of NFTs of the same or similar type are issued
When NFTs can be split
When NFTs can be used as a method of direct or indirect payment for certain goods or services
When NFTs can be used as a way to exchange virtual assets between unspecified individuals, or as a means of payment for goods or services related to other virtual assets.

Classifying NFTs as virtual assets is a huge challenge for businesses. In South Korea, a virtual asset service provider (VASP) license is required to operate a virtual asset related business. Once the license is obtained, the company is also required to pass an information security management system (ISMS) certification, a process that is expensive and time-consuming. This is a major obstacle for companies or project teams with limited funding and human resources, making it difficult for them to enter the NFT space. Furthermore, it has also raised the entry threshold for startups in terms of innovative applications of NFTs.
